The iPhones advertised on Apple's online store ARE truly unlocked, because you buy them without any service or carrier. They will work on any GSM carrier (i.e.one that uses SIM cards). But if your iPhone isn't unlocked yet, it's doubtful an Apple store would unlock it for you. That's because a) Verizon and Sprint iPhones can't be unlocked because they're CDMA not GSM, and b) although AT&T iPhones *can* be unlocked, they have many restrictions on how and when you can unlock (so you'll probably need to have AT&T do it if it's doable at all).
