Phone Is Unlocked But No Service

Today I received an unlocked Galaxy S2 from Amazon Warehouse. Basically Amazon Warehouse is part of Amazon and is customer returns or damaged boxes etc. The phone was sold as used-like new. First inspection, it certainly did look new. Unfortunately though when I put in my contract Sim card and turned it on, I have a circle with a line through at the top and no service.
The APN settings do have the Vodafone Contract settings so I am confused as to why its not working. Searched the internet but not really found anything. Spoke with an amazon online chat rep who assured me if the phone was sold as unlocked then it is, he took the IMEI number and said he would be in touch within 3 working days. The Sim card works fine in a different unlocked Samsung phone and is a fairly new Sim card so I know that's not the problem. Any advice from anyone out there or should I just return for a refund? Tried removing battery turning off and on etc, flightmode, connecting to PC to make sure latest firmware etc.
